Foreign Economy
and Trade Bureau set nine functional departments
1.Office: deal with daily affairs, administrative and financial management in the bureau;Take charge of the organization of important meetings; e charge of verification for documents on comprehensive foreign tradedelegations’going abroad;Take charge of secretary,party affairs,cadresand personnel, and establishment management, archives, poverty alleviation and Letters and Visits.
2. General Office : Take charge of organizing, establishing Foreign Economy and Trade Bureau’s annual plans and long-term development plans and setting means to evaluate work objective; Take charge of drafting Bureau’s comprehensive business material; Take charge of annual plans for the implementation of the inspection , monitoring, and announcing implementation of Responsibility schemes quarterly; Take charge of statistical returns and statistical analysis ; Responsible for a comprehensive research and information collection for foreign opening up, and coordinate relevant departments to formulate local policies and regulations; set programs and measures to improve the investment environment;Responsible for the coordination supervision,guidance, services promotion reporting and rectification of various development zones in the city.
3. No1Division of Investment Opportunity Liaison:Responsiblefor the work of investment opportunity in Asia; Responsible for collecting, researching and feeding back Asia’s foreign investment policy, economic development trends and information on economic and trade cooperation ; Responsible for promoting the communication and cooperation of economic information , investment projects between our city and Asia; Organize, coordinate and guide the city's counties (cities) and relevant departmentstonegotiate on investment in Asia with aims;Responsible for organizing to demonstrate and collecting the city's major investment projects in Asia Responsible for organizing and coordinating domestic and overseas major investment and project promotion activities ; Responsible for the reception for economic and trade delegations from Asia and project InterconnectionsResponsible for publicizing Jinzhou’s investment environment and major investment projects to Asia ; Responsible for investigation and transfer report of Project units’ investigation delegation to Asia..

No 2 Division of Investment Opportunity Liaison : Responsible for the work of investment opportunity in the region of Europe and America ; Responsible for collecting , researching and feeding back the region of Europe and America’s foreign investment policy, economic development trends and information on economic and trade cooperation ; Responsible for promoting the communication and cooperation of economic information, investment projects between our city and the region of Europe and America; Organize, coordinate and guide the city's counties (cities) and relevant departments to negotiate on investment in the region of Europe and America with aims; Responsible for organizing to demonstrate and collecting the city's major investment projects in the region of Europe and AmericaResponsible for organizing and coordinating domestic and overseas major investment and project promotion activities; Responsible for the reception for economic and trade delegations from the region of Europe and America and project Interconnections; Responsible for publicizing Jinzhou’s investment environment and major investment projects to the region of Europe and America; Responsible fo investigation and transfer report of Project units’ investigation delegation to the region of Europe and America.
5. Foreign Investment Management Department: Responsible for approval of contracts, agreements, charters and their changes of some projects, such as Joint ventures, cooperative enterprises, foreign-funded enterprises, Compensation trade, processing and assembly, BOT and so on; Responsible for statistic and analysis by foreign investment; Organize and coordinate the city to take advantage of foreign capital to examine and approve the office routine together; Responsible for Examination and approval of project proposals within the authority of the city.
6. Foreign-invested Enterprises Guidance Department: Responsible for the investigation of the city's foreign-invested enterprises in production and business operation; take part in drawing up development strategy and medium- to long-term program of foreign-funded enterprise in our city; responsible for compilation and implementation of foreign-funded enterprises yearly plan about import and export quota; Receive complaints from foreign-invested enterprises and Coordinate disputes between parties to the venture; supervise foreign-invested enterprises carrying out laws, regulations and contracts; responsible for statistical work of foreign-invested enterprises.
7. Foreign Trade Administration: Implement national policies on import and export trade; responsible for macroeconomic management and coordination of the city's import and export trade; Responsible for coordinating domestic and foreign trade policy, foreign economic coordination, the industry injury investigation, important industrial products, organization and implementation of raw materials’ import and export plans; Responsible for organization and implementation of agricultural products’ import and export; Responsible for organizing enterprises to participate in domestic and international trade fairs and exhibitions; Responsible for the city's management of international freight Forwarder business; Compile and organize to carry out the city's annual plan about import and export quotas (including the various trade mode); take charge of the city's import and export licensing; Responsible for examining the qualification of the city’s enterprises participating in commodity quota tendering and business and supervision and management of the use of quotas; Implement the processing trade policy, and develop and implement local specific measures to encourage the development of processing trade; Responsible for the management of import and export commodities catalog;take charge of the affairs related to goods trademark after registration; Responsible for foreign trade statistics and report; Responsible for border trade management and base construction.
8.Foreign Economic Cooperation Administration: Responsible for the examination and supervision of foreign economic cooperation projects in the city；Develop the city's long-term planning and development strategies about foreign economic cooperation,and draw out policies and management practices about foreign economic cooperation; Participate in the coordinating, directing city's Overseas project contracting, labor cooperation, design consultation and management of foreign investment projects’ negotiation, organization and implementation. Audit the management rights for city's foreign economic cooperation enterprise and audit the establishment for the overseas investment enterprises (manufacturing companies) ; Responsible for the statistical work of city's foreign economic cooperation; Responsible for auditing the city's foreign aid projects, and accept the foreign assistance projects; Review and examine the city's use of national foreign aid loans and the co-fund projects, and supervise and manage the implementation.
9. Science and Technology and Electrical Products Import and Export Department: responsible for drawing up medium- to long-term program and annual plan for the city’s mechanical and electrical products, technology import and export and science and technology Trade company; Analyze the city's import and export of electromechanical products, and compile relevant materials; Manage the catalog and business of import and export of electromechanical products, implement the annual import program of the quota of mechanical and electrical products, organize and centralize the administration of the import and export of mechanical and electrical products; Participate in the negotiation of import and export of electromechanical products, Supervision the implementation of the import and export contract of mechanical and electrical products; Responsible for the management and coordination of the city's technology import projects and international tender project; responsible for the project review and forwarded of the city's technology export projects; Manage the city's exports of technology, complete set of equipment and high-tech products; Responsible for the city's foreign trade and economic development, technological advances and informatization and standardization; Organize and coordinate technology trade exchange.
